Question–: How can I touch up paint on a electrostatically painted fence?
I scraped the paint on my neighbors fence and would like to fix the paint on it. He told me that the fence is electtrostatically painted. I know there is a special process and paint for this. Is it possible to fix this right or is spray paint my only option?

This process is also known as Powder Painting. Unless you disassemble, strip (bead blast) and re coat you only option is to use a “standard” type paint to fix.

If the fence is made of steel then use a product called “POR-15″. This very hard paint will seal the metal and prevent future corrosion.

Also, many fence manufacturers sell touch-up paint for this very purpose.

Have it done professional. Ask your neighbor who painted it in the first place.

Not that special its how they paint airplanes and cars. Just solves the problem of over spray and wasted paint.

I don’t know who painted the fence. Some vandals? Sure have good taste though. they also sprayed ‘screw the association’ on the back of the garage were about to repaint….

I serve as an officer for our HOA and the short answer is no, you have no authority when it comes to the fences. You don’t say if these are condos or town homes but since these are the most common types of HOAs I’ll go with that.As an owner you can only modify the interior of your unit because that is all you own. All exterior spaces and structure is controlled by the HOA. This is done to ensure an overall pleasant environment, we have all seen the neighborhood with the one pink and purple house, The CC&Rs exist to prevent this and keep property as high as possible.
If you want total control you need to purchase a single family detached home in a non HOA neighborhood.

It depends on what restrictions your covenants have in place for exterior modifications. I.e. are there restrictions against it? Restrictions regarding colors they can be painted?
And is the color you are wanting to paint it comparable to that of your neighbors. If so and they approved them, but denied you, and there are no restrictions against it, then yes, you can fight them on it and most likely win. Or at least they will have to force the others to conform as well.
They cannot impose restrictions on only select members of the neighborhood, but allow it for others.
Most HOAs have specific guidelines that have to be followed and any exterior change has to be approved through them or the ARC. I would suggest you start to see if the change you desire is an infraction of the covenants and restrictions first.

First, let me say that I’ve lived in several subdivisions that have a HOA. There are good things and bad things about them. Now, before you go farther you need to review the deed restrictions for your neighborhood. Mine specify the height of fences, materials, color, etc. If it appears painted fences are prohibited by your HOA’s rules you need to question why the HOA is not enforcing these restrictions on all residents. If some have been given an exception you need to question why you cannot have an exception as well. There’s something wrong if they can’t give you a definitive answer to your request. Is it the style, color, etc? The deed restrictions and architectural guidelines should be applied equally to all residents and if the HOA board and committees won’t do that you have the basis for a lawsuit. Tread carefully because you’ll get better, faster, results if you are polite than if you are belligerent.
