I’d prime it first and then paint. I’d use spray paint for both the primer and paint. Wash it down really well to get rid of any dirt. And I’d only sand any rough spots.
Answer by Richard F
1. Mix a solution of TSP and wipe down the walls.
2. Put a base coat of primer, I recommend the latex version of KILZ.
3. They apply two coats of your favorite latex white paint.
Peace!!!

My mom used to restore old pieces and resell them to make extra money, which is where I learned how. To do it correctly you will have to strip the old finish off. Then sand it down with a very fine grit sand paper, unless there are deep gouges then you will first want to sand with a heavy grit paper, then follow with a fine. Prime it with a light color white or gray, (not spray paint) you will need an even run free coating. Then again sand with a very fine paper or steel wool. Blow it off with air there cannot be any dust left on it. Then you will have to decide if you want an antique cracked look or a smooth new look. You will want to use enamel for your finish paint, so you can wash off any marks it may pick up over time, because white will show dirt and marks very well. For your final coat, you will want to put a clear finish on to help protect it. Be careful and pre test it so you know if it will turn your color or not. Your local hardware store should be able to help walk you through the process. Or you may want to go to a local paint store for the paint and clear coat. Sometimes they will know more about such products. Use brushes and paint not spray paint. It is to easy to have uneven coverage and runs with spray paint.

Sand it enough to rough up the surface, and prime it.
Once it’s primed any paint will work. Gloss, or semi-gloss is best for cleaning and durability.
