I assume you are talking about a wooden chair rail. I would try using “Goof Off”. You can get it at home depot.

ameron americoat 65 thinner, be careful and don’t inhale– it will strip the paint off of anythng, it’s also called spirit of something (I forget), but it works

there is this stuff called wine spirits. you can get it at a hard wear store. i use it to get rid of primmer. i am sure it will work for the paint

It depends on the paint- oil base, or water-My guess is water.
Try a damp terry cloth rag, not dripping wet,and rub the area lightly removing the paint. Every now and then rinse out the rag.

indoor latex paint, use Spc N Span, Pine Sol, etc.. with water then dry it. furniture polish on the wood.

oil based paint or exterior paint, mineral spirits, wash, dry, furniture polish on the wood.

Go to the store and get something called Goo Gone. It works on almost any surface and won’t loose any varnish. If anything you gain a shine. It will be the best thing that you have ever used on any surface except a carpet. It will remove paint, oil, gum, crayons, marker, and even ink pins. We use it at the Club that I work at and it works well.

Question–: Where can I get free paint chip samples shipped to me?
I know interior decorators somehow obtain “color chip rings” from paint companies, with a complete spectrum of color chips to choose from. Is there I way I could get this, or something similar without having to go through picking and choosing specific colors (I’d prefer to have them sent to me “en masse”).

Lowe’s and Home Depot usually have an assortment of paint chips. It’s not in mass, but they have them so you can quickly pick out a color and go. You could probably take all the ones you need.

you need: glue gun or craft glue- steal some paint sample strips at a hardware store… lol they’re free….- some decorations that fit the cylinder you’ve made, i used party confetti cut outs. that’s it!
