Sand it back well. Old furniture will have lots of dirt and grime on it.
Then paint it. 2-3 coates should be enough. Then a coat of laquor to protect it

Fix it first.
Any old, flaking, loose paint must come off first.
Rough up the surface with sanpaper or steel wool.
Clean well with tsp or substitute.
Dry thoroughly.
Paint with oil based primer.
Paint with whatever you want.
In that order.
Works for old unpainted, painted and finished furniture.

throw it away and buy 2nd hand

Trip off any old finish. (varnish, stain, paint.) Fill any deep nicks or scratches in the wood with wood filler. Sand everything until it’s completely smooth to the touch. Wipe it down with tack cloth and apply the new finish of your choice.
